The series year isn’t necessarily when the bill was printed, but rather the last time there was a change either to the design of the bill or when a new Secretary of the Treasury has been appointed. The 2nd letter refers to the number of times that serial number has been used, with A representing the 1st time, B the 2nd, and so on.
